I am proposing an new standard
for C++ scalar, vector, matrix and tensor arithmetic class libraries
which will support high performance scientific and engineering
applications.
These class libraries can serve as a basis
for linear algebra, signal processing and image processing class
libraries
as well as other vector, matrix and tensor arithmetic class libraries.

The proposal is described in a 34 page document
